The contractor installing a pipeline for the new Water Plant needed to flush the pipe with enough velocity that any dirt in the line was expelled.  If you look near the bottom, you can see a blue line painted on the steel plate.  That is the distance that the center of the stream needed to reach to ensure that the required 8,000 gallons per minute was reached.  This is just one of the many steps taken during construction to make certain that the water provided by the new treatment plant is both safe and tasty!
