NOTICE OF PUBLIC COMMENT AND PUBLIC HEARING ON
THE ENTITLEMENT CDBG-CV CARES (COVID-19)
2nd Round Funding
NOTICE IS HEREBY GIVEN that the City of Ames plans to submit an application to the Iowa Department of Economic
Development Authority (IEDA) for a 2nd round of Federal Community Development Block Grant CARES (COVID-19) funding.
On May 11, 2020, the Department of Housing and Urban Development (HUD) announced the availability of a second round of Coronavirus (COVID-19) funds to the states which allowed them to fund programs in entitlement cities. The State of Iowa allocated to the City of Ames based on its population$604,386 in CDBG-CV CARES (COVID-19) funds.
The purpose of these funds is to help to prevent, prepare for, and respond to COVID-19 and future spreads of the coronavirus in relation to socially distancing for services for children in day care. The City of Ames is proposing to utilize approximately $487,432 these funds to assist three (3) non-profit area day care agencies with classroom and kitchen expansions, mechanical upgrades, appliances, technology, etc. in order to provide and prepare safer environments for socially distancing for services for children in day care. Also, $30,000 of the funding will be used to assist a food distribution agency with a cargo van to provide food delivery services for families, individuals, and the elderly to have access to food, and other services as needed. Approximately, $44,000 is being set aside for cost overages. Additionally, the City of Ames will utilize approximately $42,000 for project delivery costs that are directly related to the activities. All activities must meet a National Objective, be an Eligible Activity, and must meet all federal CDBG requirements. The National Objective being met with 70% of the activities funded benefitting low-moderate income persons (LMI).
The 2020 Entitlement CDBG-CV application will outline proposed activities, project locations, budgets, and the scope of activities being funded. Copies of the 2020 Entitlement CDBG-CV application are available for review at the following locations: Department of Planning & Housing, City Hall, 515 Clark Avenue, and the Ames Public Library at 515 Douglas Avenue. The 2020 Entitlement CDBG-CV application is also on the City’s web site at: http://www.cityofames.org/housing. The 2020 Entitlement CDBG-CV application describes the federally funded activities to be undertaken by the City and its recipients during the 2022-23 year.
Comments may be submitted to the Department of Planning & Housing at the above address or by e-mail to vanessa.bakerlatimer@cityofames.org. The public comment period will end on June 9, 2022.
Additionally, NOTICE IS HEREBY GIVEN that in accordance with the State application requirements and with the City of Ames Citizen Participation Plan, the Ames City Council will conduct a public hearing to receive comments on the 2020 Entitlement CDBG-CV application on June 14, 2022, at 6:00 p.m., in the City Hall Council Chambers, located at 515 Clark Avenue, 2nd Floor, Ames, Iowa. The purpose of the hearing is to obtain the views and comments of individuals and organizations relative to housing and community development needs that may be addressed by CDBG-CV funds.
Persons wishing to comment on the 2021-22 CDBG/HOME Annual Action Plan Projects may state their views at this hearing.
