The Laboratory Services Division provides the majority of the regulatory compliance monitoring for both the drinking water and wastewater utilities. The division is physically located in the Technical Services Complex located at 300 E 5th Street near Bandshell Park. In addition to the Laboratory Supervisor, the division includes two Laboratory Analysts, two Laboratory Technicians, and a laboratory Aide.

Prior to 2001, the Department maintained two separate laboratories, one at the Water Treatment Plant and one at the Water Pollution Control Plant. When the Technical Services Complex was built in 1993, space on the second floor was set aside for a future combined water/wastewater laboratory. A 1999 Capital Improvement Project was completed finishing this space. By combining the two laboratories into a single unified facility, the department is able to maximize the effectiveness of both staff and resources.

The final modifications to the new laboratory space were designed by the Des Moines office of then Howard R. Green Company. The general contractor was Bergstrom Construction of Des Moines. Major subcontractors included ACI Mechanical, Jaspering Electric, Innovative Labs, and Reflections Glass.
