The City Conference Board consists of the members of the City Council, the County Board of Supervisors, and the entire Board of Directors of school districts having property located within the city. The mayor shall act as chairperson of the city conference board and the city assessor as clerk.

Each unit constitutes one vote. No action shall be valid, except by the vote of not less than two out of the three units. The majority vote of the members present of each unit shall determine the vote of the unit. At least two members of a voting unit must be present in order to vote. A quorum is reached when at least two members from two units are present.
